This article is part ONE of a two-part breakdown of the Wednesday vote on the Ohio Second Amendment Preservation Act (SAPA). I’ve written the basic vote information on top, with the comprehensive breakdown below.
The second article, which will come early next week, will address and obliterate some of the excuses being peddled by the opponents of the Second Amendment. While the outcome I lay out below isn’t the outcome gun owners like you deserve, we were able to prevent them from blocking SAPA entirely (thanks to the work of Representatives Bill Dean, DJ Swearingen and Jennifer Gross) and secured a recorded, roll-call vote. The RINO’s (Republicans In Name Only) in the Ohio House Republican caucus were flushed out into the open, and Ohio Gun Owners will make them pay for it to the voters in their districts. ~~ Chris Dorr. |

The Blue 28I’ll warn you; this is going to make you good and p*ssed off, but here goes. As everyone knows, House Bill 51, our SAPA bill that successfully passed the House Government Oversight Committee, as of Wednesday morning, was still stuck in the House Rules committee. But there is more than one way to move legislation, and one of the best ways is by amending or adding the legislation to another bill that IS moving through the process. Senate Bill 58 was one of those kind of bills. A pro-gun bill by Senator Terry Johnson, SB58 was sent over to the House by the Senate, and it was already a combination gun bill (the merged product of two other, albeit lesser, gun bills). So on Wednesday afternoon, Representative DJ Swearingen courageously stood up and moved to amend Senate Bill 58 with amendment #3305, the SAPA Amendment! This is the point we had worked very hard to get to: a clear, recorded vote on SAPA. To be clear, SAPA is the most important piece of gun legislation ever voted on in the Ohio General Assembly because of what it does to protect Ohio from federal gun-control, whether that’s four years from now, twenty years from now, etc. But fake Republican Representative Marilyn John, who lives in Mansfield, OH and who represents a staggering 72% pro-gun district (HD76, Richland County), immediately stood up and made a motion to kill the amendment by making a motion to “table” the amendment! It was a betrayal of the highest order – ESPECIALLY for someone who was just elected to the incoming House Leadership team as the Majority Floor Leader! But even though Rep Marilyn John made her motion for the purpose of killing SAPA, the good news is that a “tabling” motion still triggered a recorded, roll-call vote on the SAPA Amendment! (Note: A “Green” Yes vote to “table” the amendment was a vote to kill SAPA, so a “red” No vote was the pro-gun vote because it would have allowed SAPA to be voted on to be added to Senate Bill 58) 35 members of the Ohio House Republican caucus – the MAJORITY of Ohio House Republicans, voted PRO-GUN and voted against traitor Marilyn John’s motion for SAPA. In a shock move, SAPA had bi-partisan support: Retired Cincinnati police officer and Democrat Representative Cecil Thomas joined House Conservatives to vote Yes on the SAPA amendment, too! But 28 Republican backstabbers broke with the majority of their fellow Republicans, joined with 28 Democrat gun-grabbers, and successfully defeated the SAPA amendment. We’re going to give them an easy-to-remember name. These objectively anti-gun, RINO backstabbers are officially the Blue 28. |

Comprehensive AnalysisOhio gun voters (like you!) did everything by the book. When Joe Biden slithered into the White House after months of promises of gun-control, Ohio voters picked Donald Trump and an Ohio Republican legislative supermajority in the 2020 elections instead. Like clockwork, Crooked Joe started making good on his gun-control promises:
We knew the Left was totally serious about their campaign promises to destroy the Second Amendment, so Joe Biden’s actions were not a surprise to us. That’s why Ohio Gun Owners immediately began work in 2020 to pass the Ohio Second Amendment Preservation Act (SAPA). As a short recap, SAPA is based on the 10th Amendment anti-commandeering doctrine and simply says that Ohio cops will not participate in the enforcement of any federal gun-control laws, executive orders or agency “rulings,” like the ATF’s pistol brace ban. It is a powerful piece of legislation because our Founding Fathers set up government so that the states have police powers in America. Let me explain that a second. You see, Ohio has roughly 25,000 law enforcement agents to enforce the laws of this state. The ATF has roughly 5,300 agents total, 2,600 of which are actual enforcement agents, and those 2,600 agents are tasked with enforcing federal gun laws in all fifty states. In other words, the ATF cannot effectively enforce federal gun laws on their own because our Founding Fathers did not want the federal government’s police forces to be so large that they could overrun the states. But gun-control, like the gun-confiscation agenda that outlaws AR15’s that Joe Biden and the Democrats keep shouting for on television, is a federal operation that, if allowed to pass, would be executed by the ATF through joint task forces with state law-enforcement resources. Specifically, the ATF would create federal gun-control task forces and then attach massive amounts of federal tax dollars to them and bribe state law enforcement agencies into being their enforcement thugs. This is SPECIFICALLY what our SAPA legislation was designed to prevent from ever happening in Ohio. So over the last two weeks, we’ve been bombarding you and other gun owners statewide with calls to action, imploring you to hammer your Ohio House members, demanding they vote YES on this critical Second Amendment Preservation Act. And you responded—big time. The Ohio House was flooded with thousands upon thousands of phone calls, emails, and text messages from their constituents over a 72-hour period before the SAPA vote, all insisting their employees (the legislators themselves) support for this critical protection of our gun rights. Despite this, despite campaigning as “pro-Second Amendment” in the 2022 elections and despite having done not one single thing to protect Ohioans against tyrannical federal gun-control (that thankfully now is a far lesser threat for the next four years, thanks to President Trump), these 28 RINO’s killed SAPA. Let me repeat that: a minority of so-called Republicans joined forces with the gun-grabbing Democrats to BLOCK and KILL SAPA by voting NO on the biggest pro-gun bill in the 135th Ohio General Assembly. I always knew we had a RINO infestation at the Statehouse. Heck, we had to fight through them to pass Stand-Your-Ground and Constitutional Carry. And OGO was birthed in response to the RINO herd sponsoring attempts to pass “Red Flag gun confiscation.” However, as Rob and I watched from the House gallery, we could not help by be absolutely GIDDY to watch as twenty-eight RINO’s were flushed out into the open and forced to reveal their true colors by voting with the Democrats to kill SAPA! Now, make no mistake about it, we were angry that SAPA did not pass the House like it should have. But it was a tremendous success for them to be forced on RECORD – right there on the pages of the House Journal in black and white – in order to kill SAPA. Here it is in black and white:
This list of “affirmative” votes to kill SAPA reads like a list of some of the biggest gun-grabbers we’ve ever seen in the Ohio General Assembly. It’s a tremendous shame for “Republicans” like Rodney Creech and Roy Klopfenstein to be listed next to Democrat gun-grabbers like Ismail Mohamed, Casey Weinstein, Allison Russo, Dani Isaacsohn and Munira Abdullahi to vote down the biggest gun-rights protection to ever get to the floor of the Ohio House. Here at Ohio Gun Owners, we aren’t afraid to name the names of the RINO’s who sold you out. So, because I want you to see their names clearly, and because I want you to remember them and know where they are from, here is a list of the twenty eight RINOs:
* indicates a RINO that is term-limited and not returning to the Ohio House next session. ** indicates a RINO that lost their elections in the March 2024 Republican Primary Elections and will be returning to their home RINO herd. We feel sorry for their families. As I asked Representative Marilyn John as she walked off the House floor after her motion to kill SAPA, “with friends like you, who the heck needs Democrat gun-grabbers?” Sadly, this kind of RINO treachery has existed for years in the Ohio General Assembly, but it existed behind closed doors where your freedom could die without you even knowing it. We are EXTREMELY satisfied with how this round of treachery shook out because now we have them ON RECORD voting directly against your Second Amendment freedoms! Ohio Gun Owners is uniquely equipped to take advantage of this vote, because there isn’t another organization in the state that goes after and EXPOSES these betrayals in Republican Primary Elections like we do. In our next article, I’ll address and break down how some of the excuses these RINO’s are using as an excuse for voting against your gun rights, so please stay tuned.
